Summer is when Canadian construction, oil and gas, and industrial operations run hardest. Daylight stretches past 10 p.m. in much of the country, deadlines pile up, and crews stack overtime to make hay while the sun shines. It is also when fatigue quietly becomes one of the most dangerous hazards on your site.
A recent University of Regina fatality report found that injury death rates climbed in seven of eleven Canadian jurisdictions in its most recent year of data. Numbers like that should give every safety leader pause, especially heading into the season when we ask the most from our people.
Why summer is a fatigue pressure cooker
The combination of long shifts, hot weather, and compressed schedules produces a predictable spike in risk. Workers are not machines, and the human body does not adapt well to sustained sleep debt.
Common summer pressure points include:
- 12-hour shifts and long rotations that leave little true recovery time
- Early starts to beat the heat, followed by late finishes to hit production targets
- Travel time to remote sites that eats into the sleep window
- Heat stress, which compounds cognitive fatigue and slows reaction time
- New or seasonal workers who have not yet built site-specific hazard awareness
Fatigued workers make more errors, take more shortcuts, and miss the small warning signs that normally trigger a stop-work moment. The result shows up as slips, struck-by incidents, vehicle collisions on the drive home, and near misses that go unreported because everyone is just too tired to write it up.
The regulatory backdrop is tightening
While you are managing summer production, regulators are stepping up their presence. A few developments worth knowing:
- Ontario's new administrative monetary penalty (AMP) regime under the Working for Workers Seven Act, 2025 allows inspectors to issue on-the-spot monetary penalties for OHSA violations, not just prosecute after serious incidents. Expect more routine inspections.
- Ontario repeat-offender fines can now reach $750,000 per conviction, with prior non-compliance treated as an aggravating factor.
- Mandatory AEDs on Ontario construction projects with 20 or more workers lasting three months or longer took effect January 1, 2026, along with a CPR/AED-trained worker on site at all times.
- The WHMIS transition period closed December 14, 2025, so all hazardous products must fully comply with the amended Hazardous Products Regulations.
- Quebec's modernized OHS regime is now fully in force, and the CNESST is expected to increase compliance oversight through 2026.
Translation: a fatigued crew that skips a JHA, misses a label check, or fails to report a near miss is now more likely to trigger a costly enforcement response, not just an internal correction.
Scheduling practices that actually reduce risk
You cannot legislate away tiredness, but you can design schedules that give the body a fighting chance.
- Cap consecutive shifts. Set a firm limit on days worked before a mandatory rest day, and hold to it even when the pressure is on.
- Watch cumulative hours, not just daily hours. A run of 10-hour days can add up to the same fatigue load as a few 14-hour days.
- Protect the sleep window. If crews are starting at 5 a.m., wrapping at 7 p.m. does not leave enough recovery time once travel, meals, and family are factored in.
- Rotate high-risk tasks. Save the most cognitively demanding or high-consequence work for the earlier part of a shift, not hour 11.
- Build in a real handover. Rushed shift changes are where information gets dropped and hazards get missed.
The best fatigue control is a schedule your workers can actually recover from. Everything else is damage control.
Make hazard reporting frictionless
Fatigue kills near-miss reporting first. Tired workers will not fill out a paper form at the end of a long day, and that means leadership loses the early signals that predict serious incidents.
This is where your reporting system needs to meet workers where they are. A few principles:
- Reports should take under a minute from a phone in the field, not require a laptop back at the office
- Photos and voice notes matter more than perfect grammar
- Workers need to see that reports actually go somewhere and produce action
- Trends should be visible to supervisors in near real time, not surface a month later in a spreadsheet

- Ask directly about sleep, hydration, and drive time. Normalize the conversation.
- Empower any worker to call a stop-work when they feel unsafe due to fatigue, with zero social penalty
- Review near-miss and hazard trends weekly, and share what you are seeing back to the crew
- Watch your own hours. A burned-out supervisor cannot spot a burned-out crew.

Rising fatality rates, tighter enforcement, and the annual summer production push are converging into a season where complacency is genuinely dangerous.
