Three documents, three sets of rules

A federally regulated carrier answers to more than one law. Part II of the Canada Labour Code covers the health and safety of your employees, and its own regulations cover harassment and violence. The Motor Vehicle Transport Act and the National Safety Code, as your base jurisdiction applies it, cover your drivers, vehicles and records.

Each template here is written to one of them, and each says where the others take over.

NSC safety and maintenance program template for extra-provincial carriers

  1. Version 1.2 October 2, 2026

    • Yukon: section 13 now sets out Yukon’s National Safety Code Regulation (O.I.C. 2007/168): the NSC standards it makes law, the federal hours of service rules for every commercial vehicle, the NSC number, and the person a carrier must designate to handle compliance.
    • Section 8.1: the periodic inspection threshold for Yukon is 4,500 kg, as Yukon’s regulation sets it.
    • Sections 1, 5, 9 and 12: short Yukon notes added where Yukon’s rules apply.
  2. Version 1.1 October 2, 2026

    • Yukon: section 13 now covers the Traffic Safety Act (S.Y. 2024, c. 10), which comes into force by order and replaces the Motor Vehicles Act: what it requires of owners and drivers, and what it leaves to regulations. Carriers based in Yukon are told to confirm which parts are in force.
    • Section 8.1: the Yukon periodic inspection note now says the Act leaves intervals and thresholds to regulations.

What is in the bundle?

Three templates, each in English and in French: the Federal Workplace Harassment and Violence Prevention Program, the Federal Road Transport Health and Safety Manual and the NSC Safety and Maintenance Program. That is six Word files, all on your confirmation page, in your email and in Find my downloads.

Who is federally regulated?

Part II of the Canada Labour Code covers employment in federal works, undertakings and businesses: for example, trucking, bus and courier companies whose work crosses a provincial or national border, airlines, railways, shipping, banks, telecommunications and broadcasting, and federal Crown corporations. Most other employers are provincially regulated and follow their own province’s law. Whether a business is federal depends on how it actually operates, so if you are not sure, confirm it with the Labour Program or a lawyer before you rely on a federal template.

Do I need all three?

A federally regulated carrier generally needs each of them: the road manual is its occupational health and safety program under Part II of the Canada Labour Code, the harassment and violence program meets the separate regulations under the same Part, and the NSC program is the fleet compliance program its base jurisdiction audits. An NSC safety fitness certificate is needed for trucks, tractors or trailers over 4,500 kg or buses seating more than 10, so a courier running only lighter vans may not need the NSC program. If you already have one of the three, buy the others on their own.

Is this legal advice? Will it pass an audit?

No, they are templates: written to the law with every requirement cited, for you to tailor and follow. A COR audit, a facility audit or a Labour Program visit looks at what you actually do and the records you keep, so no template can promise a result.
